No matter what anyone says, until Jin decides to leave the group for good he is a part of KAT-TUN, take it or leave it. Johnny's groups before KAT-TUN had members doing solo things, the chance Jin got just had terrible timing. And it's a bit too big to turn down too. I really think that's all there is to it.
